Thanks to traditional manual therapy, most of us are taught to distract, stretch and do various arthrokinematic glides for frozen shoulders. If it is a true frozen shoulder with the severe lack of abduction and external rotation (and most other planes), it's most likely a true Slow Responder.
My favorite technique to start Frozen Shoulders, especially in the "capsulitis" or otherwise highly sensitized phase is below
